About Me

After completing his law degree at the University of Cape Town in December 1982, David returned to Zimbabwe and began practice with Webb, Low and Barry, being admitted to practice law in February 1983. He became a partner of Webb, Low and Barry in 1984 and became its senior partner in April 1998. David established the Bulawayo Legal Projects Centre in 1987 and was a Trustee of its parent body, the Legal Resources Foundation, for 21 years.

David has been one of Zimbabwe’s leading human rights and constitutional lawyers in his 34 years of practice. He played a major role in the development of Zimbabwe’s new Constitution, initially as co-chair of the Parliamentary Committee set up to develop it, and then as a member of a seven person Management Committee which negotiated the Constitution’s final contents.

Between 2009 and 2013 David was Zimbabwe’s Minister of Education, Sport, Arts and Culture in the inclusive Government. David sits on a variety of Boards and is the Chairman of the Petra Schools Trust.
